Abstract:
National Wildlife Refuges are federal lands managed by the U.S. Fish and Wildlife Service (USFWS). The primary source for boundary information is the USFWS Realty program (status maps, legal surveys). An effort by the USFWS Region 5 (northeast states - ME, NH, VT, MA, RI, CT, NY, PA, NJ, MD, DE, WV, VA) Realty Division, Cartography and Spatial Data Services Branch has resulted in digital refuge boundaries for all refuges in the Northeast at a scale of 1:24,000.
Purpose:
The intended application of the refuge boundary data is for use as a spatial reference with other data layers in GIS and mapping applications. It is specifically not intended to be used as a land survey or representation of land for conveyance or tax purposes. For survey data, please contact USFWS, Region 5, Realty Division, Surveys Branch.

Digital refuge boundaries are plotted with arc and polygon attributes, then compared to USFWS Realty status maps, survey documents, and collateral information for coding accuracy. Up to three levels of quality-control review are conducted (Cartography and Spatial Data Services Branch, Realty Management Branch, Refuge System Staff) with corrections being incorporated after each review until the dataset is deemed acceptable. Logical_Consistency_Report:
Polygons are closed and adjusted to the most accurate geographic features, usually on a USGS 7.5' topographic quad. Dangling arcs, undershoots, and overshoots have been removed.

Status maps were registered to geographic coordinates, boundaries were digitized and attributed June 28, 1996. Digital files were updated using survey and collateral data for newly acquired tracts, then stepped through 3 levels of quality-control review for spatial and attribute accuracy. Refuge boundary and tract lines were registered to USGS 1:24,000-scale DRGs: Bartlett Island (1976), Bois Bubert (1944), Boothbay Harbor (1979), Cross Island (1993), Drisko Island (1944), Friendship (1953), Hewitt island (1973), Louds Island (1979), Matinicus (1973), Pemaquid Point (1979), Petit Manan Point (1944), Roque Bluffs (1975), Seal Harbor (1976), Small Point (1957), Swans Island (1976), Tenants Harbor, (1953), Vinalhaven (1988), Winter Harbor (1976).
