Abstract:
National Wildlife Refuges are federal lands managed by the U.S. Fish and Wildlife Service (USFWS). The primary source for boundary information is the USFWS Realty program (status maps, legal surveys). A joint effort between the Region 5 (northeast - ME, MA, NH, VT, RI, CT, NY, PA, NJ, MD, VA, WV) GIS Lab and Realty program, has resulted in digital refuge boundaries for all refuges in the northeast at a 1:24,000 scale.

Purpose:
The intended application of the data is to serve as a spatial reference of refuge boundaries for other data layers in GIS and mapping applications. It is specifically not intended to be used as a land survey or representation of land for conveyance or tax purposes. The Realty Survey program in USFWS is developing cadastral information (boundary and acreage data) appropriate for legal purposes. It is expected that data created in this project will be replaced as better survey information is collected.

Refuge boundary data were compiled for resource applications. It is inappropriate to use this data in legal situations, or other applications where spatial error cannot exceed the USGS 7.5' mapping standards.

Native_Data_Set_Environment:
Refuge data were developed with ESRI's ArcInfo version 7.0x software on a Sun Sparcstation 2 running SunOS 4.1.3 operating system.

Digital refuge boundaries are plotted for arc and polygon attributes, and compared to USFWS Realty status maps for coding accuracy. Three levels of review are conducted (R5 GIS Lab, Realty Program, Refuge Manager), and are repeated at each step until it passes error free. See Service Lands Boundary Data Standard Operating Procedure

All polygons are closed, and adjusted to the most accurate geographic feature, usually a USGS 7.5' quad. All dangling arcs were removed.
